The Personal Emergency Response Services Limited (PERSL), an esteemed industry body representing manufacturers, service providers, and consumers of Personal Emergency Response Systems in Australia, recently launched a new Code of Conduct as well as a new set of industry guidelines. INS LifeGuard is proud to be a founding member of PERSL.


In this blog, we will provide a brief overview of PERSL's Code of Conduct and Industry Guidelines to give you a quick and insightful understanding of what's covered under each document. But first, let us explain what our PERSL membership means for you — the consumer.

What Our PERSL Membership Means For Our Clients

Being a member of PERSL holds significant importance for us at INS LifeGuard as it signifies our compliance with Australian Standards, in addition to our adherence to the principles outlined in the PERSL Code of Practice 2023 and the PERSL Guidelines 2023. PERSL Code of Practice 2023 Overview

The Code of Practice aims to ensure that PERSL members consistently provide high-quality products and services to consumers; instil confidence in member performance among industry, government, and the community; provide transparent and accurate information to consumers; comply with service delivery standards and legal responsibilities; maintain and enhance the industry's image and reputation; and offer consumer advocacy through adherence to standards and the Code.


The Code also mentions that PERSL members are obligated to meet the following minimum requirements: (1) Australian Standard for Personal Response Systems (AS4607-1999), (2) PERSL Code of Practice 2023, (3) PERSL Industry Guidelines 2023, and (4) ISO9001 Certification or an equivalent standard. Prospective members agree to comply with these requirements upon registration, while existing members must maintain compliance with the Code, the Standard, and hold current ISO9001 Certification or its equivalent. Additionally, existing members must adhere to the PERSL Industry Guidelines during their annual renewal.


Furthermore, it’s stated in the Code that the PERSL Executive Committee and members of PERSL bear the crucial responsibility of actively promoting and upholding the Code of Practice. This means both are tasked with ensuring that the principles and standards outlined in the Code are widely disseminated and adhered to throughout the industry. This collective effort aims to foster a culture of excellence and compliance among PERSL members, thereby reinforcing the highest quality of service provision and consumer satisfaction.

PERSL Industry Guidelines 2023 Overview

The PERSL Industry Guidelines 2023 cover a wide range of important aspects pertaining to a Personal Emergency Response System (PERS). Its main purpose is to outline the basic standards for PERS devices. These guidelines cover the minimum performance, design, and operational requirements for PERS systems that communicate with a 24-hour monitoring facility through a communication link. Moreover, it provides helpful suggestions for choosing the right PERS system for specific needs.


The Guideline also lists the specific objectives of PERSL. Their objectives encompass promoting the provision of quality social support monitoring facilities and associated products for vulnerable individuals and their carers, developing and maintaining good practice guidelines and standards, ensuring member compliance and consumer-focused outcomes, and undertaking activities incidental to achieving these objectives. The development of this Guideline plays an essential role in helping PERSL in accomplishing its mission.


In addition, the Guideline also discusses other important points including the responsibilities that are beyond PERS’s control, the components that make up a monitored PERS system, the regulations and standards that the equipment must comply with, the general technical requirements of each device and its components, and much more.
