Stay Independent with the Personal Alarms Eligible Through AT-HM
24/7 nurse-monitored personal alarms to help you live independently, safely, and confidently.
The Assistive Technology and Home Modifications (AT-HM) scheme is a key part of Australia’s Support at Home program. It provides eligible older Australians with upfront funding for items like personal alarms, separate from their care services budget.
Your aged care assessor will determine whether assistive technology is needed, and if approved, assign a funding tier. Once included in your support plan, INS LifeGuard is the only AT-HM personal alarm monitored by real nurses and other healthcare professionals 24 hours a day.

Assistive Technology (AT-HM) Funding
Frequently Asked Questions
A comprehensive guide to the INS LifeGuard personal alarms and how they fit into Australia’s Assistive Technology and Home Modifications (AT-HM) Scheme, part of the Support at Home program under My Aged Care.
Can I get an Apple Watch, Samsung Galaxy Watch, or other smartwatch funded through AT-HM?
Yes — with the INS LifeGuardian® Watch you pick if you would like Apple (iOS) or SamSung Galaxy.
While standard mainstream smartwatches aren’t eligible on their own, INS LifeGuard offers a fully supported wearable device that combines the familiar features of an Apple or Galaxy Watch with advanced safety and clinical monitoring. It’s recognised under the Assistive Technology category ISO 22 29 06 – Personal Emergency Alarm System and is eligible under the AT-HM scheme.
To access the INS LifeGuardian® Watch through AT-HM:
- It must be clinically justified as part of your aged care needs weather monitoring safet, mobility, falls or health conditions.
- You must get it included in your approved Support at Home plan
Ask your care provider or assessor to include the "INS LifeGuardian® Watch" in your Support at Home plan under the AT-HM category. If they’re unsure, direct them our website or have them call 1800 636 226 for assistance with ordering and eligibility.
As the only personal alarm provider with a nurse-led response team, INS LifeGuard doesn’t just offer peace of mind — we provide real clinical care at the press of a button. Our premium monitoring service also track vital signs, supporting not just your safety but also your wellbeing at home.
What is the Assistive Technology and Home Modifications (AT-HM) Scheme?
The AT-HM Scheme is part of Australia’s Support at Home reforms. It provides separate, upfront funding for approved assistive technology and home modifications — including personal alarms like the INS LifeGuardian® Watch.
The AT-HM Scheme officially launched on 1 November 2025.
How much AT-HM funding can I receive?
Funding is grouped into three tiers based on assessed need:
Tier: Low
Allocation: $500
Time to Use: 12 months
Tier: Medium
Allocation: $2,000
Time to Use: 12 months
Tier: High*
Allocation: $15,000
Time to Use: 12 months
*Higher funding amounts may be approved with clinical evidence.
Note: Funds do not carry over after 12 months.
Why are INS LifeGuard’s personal alarms “Prescribed”?
Personal emergency alarms (like the LifeGuardian® Watch) are classified as prescribed under AT-HM due to their clinical importance and safety role.
They’re only funded if:
- You’ve had a Support at Home assessment
- The item is listed in your approved support plan
- There is a documented clinical or safety-related need
INS LifeGuard is the only nurse-on-call personal alarm provider under the Support at Home assistive technology. Products are listed under ISO 22 29 06 – Personal Emergency Alarm System and are eligible when prescribed appropriately.
Who is eligible for AT-HM funding?
You may be eligible if you:
- Are 65 or older, or 50+ if Aboriginal and/or Torres Strait Islander
- Have been approved for aged care under the Support at Home program
- Are transitioning from a Home Care Package (HCP) or the Commonwealth Home Support Programme (CHSP)
Eligibility is confirmed through an aged care assessment arranged via My Aged Care.
I already receive a Home Care Package — do I need to reapply?
Not necessarily. From 1 November 2025, the Support at Home program will replace Home Care Packages. Most recipients will be automatically transitioned.
However:
- Some clients may stay on their existing HCP for a period (“grandfathering”)
- Transition timing may vary by government policy
- You can use unspent HCP funds to purchase approved assistive technology like the LifeGuardian® Watch
- If no funds are available, your provider can request a Support Plan Review to access AT-HM funding
How do I apply for AT-HM funding?
- Register with My Aged Care: myagedcare.gov.au or call 1800 200 422
- Undergo an aged care assessment
- Receive your support plan with an assigned AT-HM tier
- Work with your provider or case manager to access approved items like the INS LifeGuardian® Watch
Note: CHSP clients are not eligible for AT-HM unless they transition to Support at Home.
Does AT-HM funding cover monitoring services?
No — AT-HM funding covers only the device and setup costs.
However, the ongoing monitoring subscription (nurse-led response, health alerts, etc.) may be covered through your general Support at Home care budget, if:
- It supports your clinical or safety needs
- It is documented in your support plan
- Your provider approves it as a care-related expense
If you purchase the device privately, the monitoring may still be claimable on its own.
Can I claim the LifeGuardian® Watch under other My Aged Care programs?
Yes, depending on your funding program:
- Home Care Package (HCP): You can use unspent funds to purchase approved devices
- CHSP clients: Cannot claim through AT-HM unless they transition to Support at Home
Your care coordinator can confirm your eligibility and available options.
What other home safety equipment is available through INS LifeGuard under AT-HM funding?
